I don't think it's a bug, not atleast as facial expression in itself. Usually you can see those expressions when PLA guys are dead, I think they supposed to show huge trauma they've experienced after being shot>wounded>killed. More of a bug it could be when you see them on a "living" ingame PLA characters.
